In 2007, following a decision by Putin, the Roscongress Foundation was established – a ‘socially oriented, non-financial development institution, the largest organiser of all-Russian, international, congress, exhibition, business, public, youth and sporting events, as well as cultural events’.
This traditionally vague wording suggests that it is a single body designed to organise and host every conceivable international event in Russia. Officially, the foundation was established ‘with the aim of fostering the development of economic potential, promoting national interests and strengthening Russia’s image’. The Foundation comprehensively studies, analyses, shapes and reports on issues relating to the Russian and global economic agenda. It provides administrative support and facilitates the promotion of business projects and the attraction of investment, whilst contributing to the development of social entrepreneurship and charitable projects’.  

This is all traditional intelligence service jargon, meaning nothing specific other than the creation of yet another centralised network of international connections and, consequently, a database of everyone who has ever taken part in Russian congresses.  – “The Roscongress Foundation works to develop partnerships with foreign government organisations and private entities responsible for foreign economic activity, investment and the development of the business environment. Today, the Foundation’s regional partners include more than 160 organisations in 75 countries around the world – business associations, development institutes, chambers of commerce and business councils.”  
The Chairman of the Foundation’s Board, Alexander Stuglev, is a graduate of the D.F. Ustinov Baltic State Technical University ‘Voenmeh’ (St Petersburg).    ‘VOENMECH’ is a university specialising in training specialists for enterprises in the defence-industrial complex, so the links between both the Chairman of the Fund’s Board and the Fund itself with the security services are beyond doubt. 
Roscongress focuses primarily on non-European countries. Its overseas project offices are located in Latin America (Buenos Aires), the Middle East (Dubai), Central Asia (Tashkent) and China (Beijing).
