Among the many Russian foundations established by the state for its own purposes, there are several specialised ones designed to provide legal funding for foreign influence networks. Until recently, the most significant of these were the ‘Russkiy Mir’ Foundation and the ‘Fund for the Support and Protection of the Rights of Compatriots’ (Pravfond). Both were subject to sanctions during the Russia–Ukraine war, but this does not mean that their activities in Western countries have ceased. They have simply taken on illegal forms.
