About CIR
We are an independent organization dedicated to protecting human rights, strengthening democracy, and ensuring security in Europe. Our mission is to investigate and expose the activities of Russian influence networks, intelligence services, Kremlin propaganda, and disinformation, as well as to counter threats originating from Russia.
Our NGO conducts research and independent investigations aimed at uncovering the influence network of Russian intelligence services in Europe. Amid the Kremlin’s ongoing hybrid war against Western democracies, Cyprus has become a key entry point for Russian agents into the EU. Moscow has built an extensive influence network on the island, reaching into politics, business, religion, the media and civil society.
We are conducting research to identify the structures, methods, funding sources and key figures of Russia’s agents of influence in Cyprus. Our findings are meant to inform public debate, raise awareness among the authorities and society, and support legislative initiatives to counter hostile influence.
The research is intended for Cypriot and EU government bodies, independent media, experts, diplomats and human rights organizations. As part of this work, we organize forums and roundtables with international experts, journalists and policymakers to share experience and develop countermeasures.
Our work aims to strengthen democratic institutions in Cyprus and the EU, to alert the public to Russia’s hybrid threats, and to help EU authorities develop an effective strategy to counter them.

Dr. Dmitry Khmelnitsky
Author of books on Soviet architectural history, military history and the history of intelligence services. Investigative journalist focusing on Russian intelligence services and agents of influence in Europe. Based in Berlin.
Boris Demash
Director of CIR. Investigative journalist who founded Cyprus Daily News in 2019. Since then he has exposed the activities of Russian intelligence services and agents of influence in Europe, feeding into government discussions and public debate. A vocal supporter of Ukraine, Boris uses his platforms to document Russian atrocities and inform the Cypriot public about critical security issues.
