About CIR

Our NGO conducts research and independent investigations aimed at uncovering the influence network of Russian intelligence services in Europe. In the context of the Kremlin’s ongoing hybrid warfare against Western democracies, Cyprus has become a key entry point for Russian agents into the EU. Moscow has established an extensive influence network on the island, infiltrating politics, business, religion, media, and civil society.

We are conducting a research to identify the structures, methods, funding sources, and key figures of Russian influence agents in Cyprus. The findings will serve as the foundation for public discussion, raise awareness among authorities and society, and support legislative initiatives to counter hostile influence.

The research will benefit Cypriot and EU governmental bodies, independent media, experts, diplomats, and human rights organizations. As part of the work, we are organizing forums and roundtables with international experts, journalists, and policymakers to exchange experiences and develop countermeasures.
Our work will serve to strengthen democratic institutions in Cyprus and the EU. It will alert the public to Russia's hybrid threats and help the EU authorities develop an effective strategy to counter these threats.
