
The fewer opportunities the Russian security services have to operate abroad, the greater the significance of all manner of youth forums organised within Russia. Another operation by Rosmolodezh aimed at attracting potential agents of influence to Russia and recruiting them is officially known as the ‘Eurasia Global’ International Youth Forum. It was first held in Orenburg in 2016 and has been held there annually ever since (with the exception of 2017, when it was combined with the 19th World Festival of Youth and Students in Sochi). In 2019, it attracted 800 participants from all over the world.
In 2024, the forum will take place in Orenburg from 24 to 29 September. Its objective is set out quite clearly: ‘The theme of the 2024 forum will be the development of youth cooperation between regions of the Russian Federation and foreign countries. Forum participants will be able to enhance their knowledge of international relations and humanitarian cooperation, develop skills in the field of intercultural dialogue, and learn how to design international youth initiatives.”
As stated in the invitation to participate: “Any citizen of any country aged 18 or over who speaks English can become a volunteer. Following the application process, 150 people will be selected to join the corps… A training programme will be developed for volunteers, team leaders and corps leaders. The best volunteers at the events will be recognised at the #WEARETOGETHER awards ceremony.
Prior to the event, volunteers will learn about the history of Orenburg and the programme of events, undergo training and put their new skills into practice.
On the eve of the forum, training will take place at the Volunteer School in Orenburg. The training module includes lectures and practical sessions. Volunteers will be assigned to different departments taking into account their preferences, skills, experience and level of English.”
These texts clearly indicate that this refers specifically to a training programme for future and current propagandists.
